Villains can sometimes be the best part of a movie. Heck, sometimes they're the only good thing about a movie. Street Fighter (1994) may have been god-awful, but I have to admit that I had a lot of fun watching Raul Julia hamming it up for all it was worth as General Bison. Sometimes I'll get excited about a movie solely because of who's playing the bad guy, either because he or she is well-established as being able to play awesome villains (like Basil Rathbone, Alan Rickman, or Sean Bean), or they usually play good guys and it's a chance to see them play against type (like Denzel Washington in Training Day, or Teri Hatcher in Coraline). And usually, I'm thrilled with the results.
Keep in mind that not all of the bad guys on here are necessarily bad villains (although a lot of them are). Like I said, this list is about villains that I personally was disappointed by because I was expecting a lot more from them. If I didn't have high expectations to begin with, the villain didn't qualify for the list.
