When Billy Batson speaks the word "Shazam," he transforms into Captain Marvel, the World's Mightiest Mortal, wielding the powers of the ancient gods and heroes. But what happens if the gods no longer want to share their powers with him?
As our story opens, World War II has spread everywhere, even Mount Olympus, which is bombed by a German plane. With their home in ruins, the gods of Olympus look for a new one on Earth, causing all sorts of havoc in the process. Not only that, but Zeus, who throws the lightning bolts that transform Billy into Captain Marvel and back again, has decided he's tired of doing it and quits. Billy persuades the gods to set up shop in a botanical garden, away from the big city, but that doesn't solve the problem of no longer being able to transform. It doesn't take long for word to spread that Captain Marvel is out of commission, and everyone from crooks to the Axis powers to the supervillain Ibac, a recurring Captain Marvel foe, is out to take advantage. Can Billy persuade Zeus to restore his powers before chaos completely overwhelms the world?
